Position Summary
The Chief Behavioral Health Officer (CBHO) provides executive leadership, strategic direction, and operational oversight for all behavioral health and addiction services at The Dimock Center. Reporting to the President and CEO and serving as a key member of the senior leadership team, the CBHO is responsible for ensuring high-quality, culturally responsive, and financially sustainable behavioral health programming across the organization’s integrated care model.
This role oversees workforce strategy, program performance, and growth initiatives to ensure strong employee recruitment and retention, a sustainable average daily census (ADC), continuous program optimization, and strategic program expansion, aligned with Dimock’s mission to provide equitable, whole-person care to the Roxbury community and beyond.
Key Responsibilities
Strategic & Operational Leadership
Provide vision, leadership, and accountability for all behavioral health and addiction services, including outpatient mental health, inpatient and outpatient substance use disorder treatment, and crisis services.
Partner with executive leadership to align behavioral health strategy with Dimock’s organizational mission, financial goals, and community health priorities.
Ensure compliance with federal, state, and regulatory requirements governing behavioral health and addiction services, including FQHC standards where applicable.
Employee Recruitment, Retention & Workforce Development
Develop and execute a comprehensive behavioral health workforce strategy that supports recruitment, onboarding, engagement, and long-term retention of clinical and supervisory staff.
Collaborate with Human Resources and clinical leadership to address workforce shortages, reduce turnover, and promote staff well-being and professional satisfaction.
Foster a culture of accountability, equity, psychological safety, and continuous learning across behavioral health teams.
Ensure effective succession planning and leadership development for managers, supervisors, and emerging leaders.
Supervision & Staff Development
Directly supervise senior behavioral health leaders, including clinical directors and program managers.
Establish clear performance expectations, provide regular feedback, and support professional development through coaching, training, and mentorship.
Ensure consistent, high-quality clinical supervision structures that support licensure requirements, evidence-based practice, and staff growth.
Program Performance, Optimization & ADC Management
Use data-driven oversight to identify underperforming programs and implement timely optimization or restructuring.
Regularly report to the CEO and Board on key performance indicators, including access to care, utilization, ADC trends, outcomes, and financial contribution.
Lead quality improvement initiatives focused on access to care, patient engagement, outcomes, and efficiency.
Partner with finance and operations teams to ensure programs are financially viable and aligned with reimbursement models.
Program Expansion & Innovation
Identify and lead opportunities for behavioral health program expansion, including new service lines, enhanced levels of care, and integrated models.
Support grant development, payer negotiations, and strategic partnerships that enable sustainable growth.
Advance innovative, evidence-based approaches to behavioral health and addiction treatment that reflect community needs and health equity priorities.
Collaboration & Integrated Care
Work closely with primary care, addiction medicine, psychiatry, pediatrics, and social services leaders to strengthen Dimock’s integrated care model.
Represent behavioral health in cross-departmental initiatives, community partnerships, and external stakeholder engagements.
Serve as a visible leader and advocate for behavioral health within the organization and the broader community.

Qualifications
Advanced degree in behavioral health, social work, psychology, psychiatry, public health, or a related field (required).
Licensed clinician in Massachusetts or license-eligible (preferred).
Significant senior leadership experience overseeing behavioral health and/or addiction services in a community health center, FQHC, hospital, or similar setting.
Demonstrated success in workforce leadership, program growth, and operational performance management.
Strong understanding of behavioral health reimbursement, regulatory requirements, and integrated care models.
Commitment to health equity, trauma-informed care, and culturally responsive service delivery.
